What Was That Again About Those ACT Scores?

Yesterday, the governor signed into a law a bill sponsored by State Rep Aaron Schock(R-Peoria) and State Sen. Kimberly Lightford(D-Chicago) that altered assessment procedure for developmentally disabled students. HB 3678, operating on a more lenient interpretation of No Child Left Behind, enables those students to be evaluated within their IEP, as opposed to on state assessments.
The governor has a press release on the subject here.
